Description: Failed to download the target file from the business system. Possible causes:

1. When the platform calls the business system’s file download API, the business system returns an error code.
2. When the platform calls the business system’s file download API, the business system returns 200, but the downloaded file stream is empty.

Solution:

Debug the business system’s download API separately to confirm it can download the correct file.
